I'll back up DaveB with regards to Pennsylvania...

It appears that in the Pennsylvania Code, CHAPTER 211. STORAGE, HANDLING AND USE OF EXPLOSIVES,  there is no limitation or regulation that appears to directly pertain to Reloading Components or Ammunition Storage, as far as it concerns the home Reloader...

There are a multitude of regulations when it comes to storage and handling of Explosives, but the Code Chapter 211, specifically mentions the fact that the explosive regs mentioned, as written, do not pertain to black powder, smokeless powder, primers either metallic or shot shell, or propellants used in metallic or shot shell cartidges.

Jim,

I would like to offer this idea as show idea.

Could you go in detail of how to test out loads, to determine the best powder load for:
 
How you would test out 9mm for target practice in an indoor range?
If you were to start shooting IDPA and other contest shooting groups, would you test for other things?
The role of a Chronograph in target?

then how to test for hunting loads.

Why do I carry a gun?

New to the podcast and reloading. Actually I have yet to begin reloading. I have no gear and no set-up. I'm in the researching phase. I'd love to see a podcast geared towards those just starting out. Comparisons and suggestions on a single stage press vs Turret Presses vs Progressive Presses, reliable and good brands (i.e. Lee vs Dillon...), models, powders, books, etc. I'm trying to develop a plan and I've love to hear what you guys have to say hear on GRRN.

Thanks for the podcasts and all the work.

Just read the entire thread & found info about the "limitations" of powder in Massachusetts.  Well, another liberal state has limits.  Maryland limits your powder inventory to no more than 5LB.  

I was about to order powder & wouldn't have known this, except for a very knowledgeable gun store owner informed me of the law.  Thankfully, he kept me from making a mistake.  Great service is why I buy everything I can from him.

Like the previous posters, I called both local & state fire marshals, who had no idea of the rules.  I finally found a state official who knew the law.  She said that I could get a permit to have up to 20LB of powder.  The cost would be $150!!  Knowing that Maryland is tax happy, I stated "let me guess, this permit is not a lifetime permit.".  It's only for two years.

When speaking with law enforcement, they find the law totally ridiculous.  If Maryland was an island, it may serve some purpose.  However, they stated that if you're a terrorist, you can buy unlimited amounts in Delaware.

I could save more money with reloading if I were allowed to buy 8LB containers.   Argh!!!
